The answer is E , as if the no. of jobs is less than the jobs eliminated , only then the Act could be hailed as detrimental to the economy. But , it leads to the growth of small airlines and enhancing the job prospects in the economy which is fruitful for the economy. All other options are irrelevant except option D. Option D can't be the answer as it doesn't talk about the economy and only the profit margins of some major airlines as compared to their margins before the deregulation act. It might be possible that the major airlines are faring well in terms of profits , but the economy as a whole faces the repercussions of the deregulation act.
