I'm not crazy about this question, since there's some unresolved ambiguity.
If someone pays $11,650 per year, then the daily rent = $11,650/365 ≈ $31.92
Now let's consider a monthly rent of $975.
In February, the daily rent = $975/28 ≈ $34.82, which is greater than $31.92
In July, the daily rent = $975/31 ≈ $31.45, which is less than $31.92
So, if we solve the question this way, the correct answer is D

Alternatively, if the man in quantity A pays $975 per month, then in one year, is total rent = ($975)(12) = $11,700
In quantity B, a man pays $11,650 rent per year.
