We know that something else other than a shift away from fossil fuels is needed to reduce and stabilize carbon emissions. This sentence fragment gives us the background and context and some useful information.
But to solve the two blanks, it is enough if we consider the second sentence fragment:
and therefore carbon (i) __________ technologies should be implemented to (ii) __________ and store carbon waste.
Here, it says that some type of technologies should be implemented to store carbon waste. It cannot be carbon reduction or diminution technologies, but only sequestration (locking something up, hide).
Now the the word for the second blank should be related to store ((ii)________ and store).
Liberate and store does not make sense. Incarcerate is used for prisoners and is not relevant to the context. So capture is the best choice.
