A and E seem to be the only answers that actually give us supporting answer
I would in such a way we are already able to give us a 50% 50% chance.
Following this E doesn't really tell us much, other that a stable amount of people read the magazine, which could mean that many will contribute but could also mean that no one will contribute (Speculation)
With A we are given the sufficient information which can lead us to really be sure of the fact that, with placing the ads in the Grange Report, the alliance would benefit from it, since a large chunk of those willing to donate would be readers of it.
If going from A-E when answering the question, A seems to be the an easy choice

in past experiment the newspaper gain more contribution due to the ads
so the new plan to implement ads will attract contribution as it did before

so if there were no ads they might not contribute
so the ads has push people to contribute
while in option A only third not most

the problem is not in ads or else...the problem is in the numbers

They want to increase the subscribers advertising full year, using 12 numbers of magazine instead of 3. Now, if the total of people is 33% we have chance to grow the adhesions to 100 %

If the subscribers were already 100% our goal was meaningless and A did not work

D instead says: Most of those who contribute to the Wheat Farmers Alliance in the course of a year do so in response to advertisements in the Grange Report.

This is just a fact but DOES NOT explain if our plan has a possibility to work well or not
