That Although was the first sentence and the sentence shifted in the first part only. Still unclear why loath isn't the answer.

This is a reallyBAD question.

It is a GMAT sentence correction with a few words in there synonyms of the original which is the following

Although World War II ended nearly a half century ago, Russia and Japan still have not signed a formal peace treaty; and both countries have been reticent to develop closer relations.

notice how the (ii) is closer and the answer is D which is amiable and NO WAY is a synonym
