Simply multiply those two together; 0.42 * 0.25 = 0.105, or 10.5%.
This works because those who change lines are a subset of those who take the subway to begin with. In other words, if we had 200 people, 50 would be taking the subway (25% of 200); then, since 42% of those 50 change lines, we'd have 21 people changing lines. This also happens to be 10.5% of 200.
