Yes. You do not have limits.

However, the question will become more cumbersome than easier because you have to pick numbers to have a balance.

The average can not be negative.

Why cannot averages be negative?

I'd go with D if I were to use a negative value for m.

The averages CAN be negative.

Let's say m = -20

We get:
Quantity A: The average of -20, -19, -18, -17, and -16
Quantity B: The average of -20, -19, -18, -17, -16, and -15

Evaluate to get:
Quantity A: -18
Quantity B: -17.5

Quantity B is still bigger.

Answer: B
