Line with an equation \(y = mx\) always passes through the origin.
Case I: \(m > 0\)
The line will go UP (Left to Right) through III and I Quadrants
Case II: \(m < 0\)
The line will go DOWN (Left to Right) through II and IV Quadrants
Here, we have \(y = 0.1x\) - with \(m > 0\)
Hence, option E

if x=0 then y=0 (0,0) this one point
if x=1 then y=1/10 this point is on I quadrant
line of x=10y is only passing through quadrants "I and III" if we draw line connected with the above points.
the question is which quadrants do not contain any point for the line equation, Only quadrants "II and IV"
answer is E
