I did not understand this: 'Executive MBA will not help me in any way in the government sector' and later you mentioned that you want to go in Mgt consulting/Ops-Tech.
What I can say is that definitely you will have to work hard and craft your stories. It's not totally impossible. European schools can be achievable as their avg age is higher than the US B schools. I would suggest you reach out to

during 2012-15 I was teaching technical subjects and other competitive exam subjects in private (non-organized sector).
I got selected for my current position on the basis of an All India Competitive exam. roughly 11,00,000 students appear for it and I stood 1200 in it to secure this post.
Like in the private sector/corporate, an executive MBA may help you get a raise/fast track promotion; in the government sector, any higher education doesn't translate into any such benefits. In govt, the raise, promotions, etc are all time-bound and fixed. SO, I aspire to shift into corporate by doing a full time MBA.
